For instance, schools successful in securing funding for libraries and multipurpose halls must agree to provide access at no, or low cost to the local community.

$12.4 billion long term investment to build or upgrade large scale infrastructure, such as libraries and multipurpose facilities in all primary schools, special schools and K-12 schools.
